	<description><![CDATA[AMES Cameron's 3-D team, behind the worldwide success of 2009 sci-fi blockbuster "Avatar," is being tapped to assist in shooting "The Art of War," a film about ancient Chinese strategist and philosopher Sun Tzu.<br /><br />The planned collaboration was revealed yesterday by organizers of the 2nd Beijing International Film Festival. An agreement is expected to be signed when Cameron attends the festival, which runs from tomorrow until Saturday.<br /><br />Cameron's team is expected to provide technical support to the 3-D shooting. Other details were not disclosed.<br /><br />According to previous reports, "The Art of War," produced by an international team, is estimated to have a budget of between US$80 million and US$100 million.<br /><br />At the festival, Cameron will speak on a forum and talk with Chinese filmmakers on other cooperation plans, the organizers said. Other speakers at the forum, themed "Chinese-foreign cooperation on film production," include James Gianopulos, chairman of Fox Filmed Entertainment, and Simon Philips, CEO of Walt Marvel Entertainment, a Walt Disney subsidiary.<br /><br />Also attending are Keanu Reeves, South Korean actor So Ji-sub and many Chinese local celebrities.<br /><br />Cameron is coming to Beijing at a time when the 3-D release of the 1997 classic "Titanic" is set to break box office records. The film grossed an unprecedented US$67 million in China in six days after opening on April 10. In comparison, the movie took US$36 million in its first 10 days in North America.<br /><br />Observers expect the 3-D "Titanic" to earn even more during the May Day holiday to eventually break the US$222 million record set by "Avatar."<br /> ]]></description>

	<description><![CDATA[THE eurozone debt crisis is escalating and dragging down the world economy, the International Monetary Fund said on Tuesday, as it sharply cut its outlook for global growth and called for policies to restore confidence.<br /><br />The IMF chopped its 2012 forecast for global growth to 3.3 percent from 4 percent just three months ago, saying the outlook had deteriorated in most regions. It projected world growth would improve to 3.9 percent in 2013.<br /><br />The Washington-based lender said economic activity was decelerating but not collapsing. But it warned that global growth would come in about 2 percentage points below its already soft forecast if European leaders allowed the crisis to fester.<br /><br />For the first time since the debt turmoil erupted two years ago, the IMF said the 17-nation eurozone would likely slip into a mild recession in 2012, with a 0.5 percent contraction in output.<br /><br />"The global recovery is threatened by intensifying strains in the euro area and fragilities elsewhere," the IMF said in its latest World Economic Outlook report.<br /><br />"The most immediate policy challenge is to restore confidence and put an end to the crisis in the euro area by supporting growth while sustaining adjustment, containing deleveraging, and providing more liquidity and monetary accommodation," it added.<br /><br />The IMF maintained its 1.8 percent growth forecast for the United States in 2012, but cut its projection for Japan to 1.7 percent from 2.3 percent in September.<br /><br />It said economic activity in advanced economies would expand by 1.5 percent on average in 2012 and 2013, too sluggish to make a major dent in high unemployment rates.<br /><br />The IMF said the US and other advanced economies would likely not escape unharmed if Europe's crisis escalated further.<br /><br />The fund projected a sharp slowdown in the pace of growth in emerging and developing countries and urged them to focus policies to stimulate their economies. It now projects growth in emerging economies to reach 5.4 percent in 2012, down from the 6.1 percent it forecast in September.<br /><br />It cut China's growth figure to 8.2 percent for 2012, down from 9.0 percent. Chinese growth should rebound to 8.8 percent in 2013, it added.<br /><br />For fast-growing emerging Asia as a whole, the IMF reduced its growth outlook for 2012 to 7.3 percent from 8 percent.<br /><br />The IMF said global oil prices would only ease slightly in 2012 despite slowing world growth.  ]]></description>

	<description><![CDATA[SHANGHAI will expand the switch to value-added tax for seven industries, raise the pensions of retired and low-income people, improve air-quality monitoring and increase investment for education in 2012, Mayor Han Zheng told the city's top legislative body yesterday.<br /><br />The disparate measures will help Shanghai continue to drive innovation in its economic growth and improve people's daily lives, Han said during the ongoing Shanghai People's Congress.<br /><br />"Though the external economic environment is not so good this year, its also the opportunity for Shanghai to develop itself, through the global economic transformation from developed regions to developing countries," Han said.<br /><br />Shanghai will push the VAT switch in transportation and six other modern service industries such as information technology and culture. The switch covers 118,000 Shanghai-registered companies now.<br /><br />The tax reform will help companies reduce taxes and improve their competitive position. The new VAT rate is 11 percent or 6 percent, much lower than the business tax rate of 13 percent or 17 percent.<br /><br />Pressure on manufacturers<br /><br />Traditional manufacturing companies face great pressure this year because of the global economic slowdown and increased cost of materials. Shanghai is thus shifting to develop its service industries, Han said.<br /><br />Meanwhile, the city will also raise pensions for retired and low-income people. Shanghai's average monthly salary for the retired is 2,017 yuan (US$320), ranking the city No. 4 in the Chinese mainland behind Shenzhen, Guangzhou and Beijing. The city aims to lift pensions by 300 yuan a month by the end of this year, Han said.<br /><br />Shanghai will also improve its environmental monitoring, Han said. This year, Shanghai will be among the first regions to adopt PM2.5 monitoring. The standard will spread to 113 key cities next year, all major cities in 2015 and nationwide in 2016.<br /><br />PM2.5 refers to particles measuring smaller than 2.5 microns in diameter. They can pose major health risks as they are small enough to lodge deep in the lungs and even enter the bloodstream.<br /><br />Currently, Chinese cities adopt the less sensitive PM10 standard in reporting air quality.<br /><br />Shanghai started a lab for PM2.5 monitoring trials 10 years ago, and local stations had been collecting results systematically for years, according to the local environmental watchdog.<br /><br />The mayor said that based on results from the past five years, about 50 to 60 percent of particulates reported under the looser PM10 monitoring standard turn out to be smaller than 2.5 microns in diameter. In other words, they are the more harmful PM2.5 particulates.<br /><br />The stations also discovered the concentration of local PM2.5 particulates reached 0.044 to 0.05 milligrams per cubic meter of air, which is higher than the 0.03 standard expected to be passed by the state environmental watchdog soon, the mayor added.<br /><br />The results from recent years indicate that once PM2.5 is adopted, the percentage of good air-quality days in Shanghai will drop by 13 to 15 percentage points from the current 90 to 93 percent, the mayor said.<br /><br />Increased education spending is another major government goal this year, Han said. He specified that of the unprecedented 70 billion yuan annual government investment in education, 60 to 65 percent will be used to build more kindergartens and other schools as well as improving the quality of education. The rest will be spent on funding development of local colleges.<br /><br />The mayor stressed the city's educational resources must be distributed evenly because of the sharp difference between suburban areas and downtown.<br /><br />He urged local authorities to make the best use of funds and encouraged downtown district schools to open branches in the suburbs and transfer senior teachers to schools there.  ]]></description>

	<description><![CDATA[A SHANGHAI version of Black Friday was staged at department stores over the weekend as a prelude to the upcoming new year promotions.<br /><br />Bargain hunters elbowed their way to shelves and cleared out merchandise without even looking at price tags at Printemps Department Store, which launched the first overnight new year promotion in the city at four outlets on Friday.<br /><br />During a promotion running from noon Friday until 2am yesterday, special offers, including up to 70 percent discounts and a free iPad 2 for people who spent a minimum amount of money, had shoppers in a frenzy.<br /><br />Although the biggest discounts ended at 2am, the store remained open until 6am.<br /><br />Starting from 10am on Friday, shoppers started lining up outside Printemps Department Store on Huaihai Road. More than 500 shoppers were lined up by 11am, which eventually forced the retailer to open at 11:30am, 30 minutes before it had planned.<br /><br />At another Printemps outlet, crowds toppled the metal rails and knocked over wooden benches.<br /><br />"Everyone just went crazy," a woman told her friend via phone in front of the department store's outlet in Wujiaochang area, Yangpu District. The store was packed with shoppers 20 minutes after opening.<br /><br />To avoid stampedes, the retailer had deployed extra guards by transferring security personnel from four other stores that did not participate in the promotion. Up to 120 guards were present inside or outside its store on Huaihai Road on Friday compared with the usual 30. A dozen policemen were also out front.<br /><br />The lines at cashiers were so long that they stretched from one floor to another.<br /><br />"I could not even find where the queue ended," said one man.<br /><br />Some of the stores had chalked up eight-figure sales during the promotion.<br /><br />The one on Huaihai road had pulled in more than 2 million yuan in the first hour after the promotion started, the retailer said.<br /><br />The retailer is planning to launch a similar promotion this weekend, Shanghai Evening Post reported yesterday.<br /><br />Traffic police also have to work overtime to direct traffic at the shopping sites. ]]></description>

"It has rich natural resources, especially in vegetation and seafood, and it's a great spot for sailing on the big, blue sea."<br /><br />She said her company will invest about 500 million yuan into the project, but declined to reveal more details.<br /><br />Dayangyu Island, which lies off the coast of Ningbo in Zhejiang province, covers 258,000 square meters - the size of 36 soccer fields - and was once an orchard and hunting site.<br /><br />It is among the first batch of 176 uninhabited islands made available to domestic and foreign developers by the State Oceanic Administration.<br /><br />"Located between urban areas and scenic attractions, Dayangyu is one of the islands with relatively good resources," said Jin Tengyong at the Xiangshan county ocean and fisheries bureau, explaining the 15-million-yuan reserve price at auction.<br /><br />"It's just 300 meters off the mainland, meaning the island is more suitable for reclamation if you take into account the cost of infrastructure, such as fresh water, electricity and roads."<br /><br />Authorities running the auction invited only companies with registered capital of more than 50 million to take part. The losing bidders were Xiangshan Tourism Group and Xiangshan Movie Development.<br /><br />"Setting the bottom line high is beneficial for the island's future," said Jin, who added that the local government will not cover the cost of infrastructure.<br /><br />As this was the first auction of an island in China, the event was nerve-wracking for both officials and experts at Huacheng Auction House, which organized the sale.<br /><br />"It was a trial for all of us," said the auctioneer, Li Lianmei. "The authorities were worried they couldn't do the auction professionally and there was concern we wouldn't even be able to find three potential buyers in advance.<br /><br />"In the end, we just carried it out as we do all land use sales," she added.<br /><br />According to the country's Island Protection Law, which took effect in March 2010, individuals and companies can only use the islands for up to 50 years after obtaining approval from local governments and ecologists.<br /><br />Getting that permission, however, does not mean developers have the freedom to do whatever they want.<br /><br />"I received a phone call from an interested party one day who was asking about turning an island into a industrial base," said Jin. "I turned him down immediately."<br /><br />Zhejiang has about 2,900 islands, each with an area of 500 to 1,000 square meters. More than 90 percent are uninhabited.<br /><br />Although the State Oceanic Administration's decision to open Chinese islands to developers stoked excitement, few local governments have so far been able to seal deals.<br /><br />"We've had 10 islands on the market since April, but not a single one has been leased out," said Ni Dingkang, an ocean and fisheries official in Zhoushan, the only prefecture-level city in China made up entirely of islands.<br /><br />"The reason is mainly due to the high rent and poor condition of these islands."  ]]></description>
